Simplar is an awarded provider under the NASPO ValuePoint Procurement Assistance & Support Services (PASS) contract. Through this contract, public agencies can engage Simplar to support procurement planning, solicitation development, evaluation, contract formation, and ongoing contract management, while remaining fully aligned with NASPO ValuePoint and state-specific requirements.

Availability
Where the PASS Contract Can Be Used
The NASPO ValuePoint PASS contract is available for use nationwide, including U.S. states, territories, the District of Columbia, and eligible public entities in Canada.
How agencies access the contract varies by state and organization. Some states have statewide Participating Addendums (PAs), while others allow local or agency-level participation or require additional steps.
Simplar helps agencies understand the appropriate path and coordinates the steps needed to begin work under the contract.
Simplar will assist and lead the PA process. Even if your state has not fully embraced NASPO ValuePoint, we can help you explore alternative paths to access Simplar’s services under the PASS contract.
